FEMA Defends No More Help Over Texas Wildfires

The Federal Emergency Management Agency defended its decision to refuse to declare nearly all of the state a disaster in the wake of devastating wildfires, saying Wednesday that the state has already received sufficient U.S. government assistance.

Late Tuesday, Gov. Rick Perry criticized the White House after learning that his April 16 request for a federal major disaster declaration and additional help had been rejected.

"I think we've had 9,000 separate fires in the state of Texas," Perry told reporters in Austin on Wednesday. "The federal government has only helped us with 25 of them. That's inappropriate."

But a spokesperson in Perry's office confirmed that of the roughly 9,000 reported wildfires this season, the state has only applied for 25 fire management grants through FEMA. And every request has been awarded to the state, the Perry representative said.

A FEMA spokesperson confirmed that the agency awarded Texas 25 "FMAGS" this fire season. The representative couldn't put a dollar amount on the how much the grants were for.

The FMAGS help firefighters pay for things such as equipment repairs, food and shelter. The funds do not help fire victims with recovery efforts.

In a statement to The Associated Press on Wednesday, FEMA spokeswoman Rachel Racusen said that the federal government has already provided Texas with assistance.

"FEMA has been in close contact with the state since the fires occurred and, based on the information they provided, it was determined that there was not a need for additional support at this time,"

Racusen said. "Over the past few months, FEMA has awarded over 20 fire management grants to the state, which provide targeted funding to help with firefighting efforts, including 16 in April alone."

In 2006, Texas was granted a disaster declaration -- and $19 million in federal aid -- after 1.9 million acres burned, according to FEMA. Wildfires since November have blackened at least 2.2 million acres and damaged or destroyed more than 400 homes across the state.

FEMA will continue to work closely with the state and local emergency management officials, Racusen said. Perry said the state will consider all its options, including an appeal, which must take place within 30 days.

"I am dismayed that this administration has denied Texans the much needed assistance they deserve," Perry said in a statement Tuesday night. "It is not only the obligation of the federal government, but its responsibility under law to help its citizens in times of emergency."

The governor isn't alone in his fight for funds for Texas. Twice in the past month, U.S. Sens. John Cornyn and Kay Bailey Hutchison have written to the Obama administration urging them to honor Perry's request.

The governor isn't alone in his fight for funds for Texas. Twice in the past month, U.S. Sens. John Cornyn and Kay Bailey Hutchison have written to the Obama administration urging them to honor Perry's request.

"When nearly 7,000 individual wildfires burn through more than 2.2. million acres, result in loss of life, and destroy homes, businesses, farms and ranches across the state, it's hard to understand how these conditions don't spell "disaster" for this administration," said Cornyn on Wednesday. "We've yet to enter the hottest months of the year, and already wildfires have wreaked havoc in Texas -- yet our state has not received sufficient federal disaster aid. I will not stop fighting until Texas receives its due attention from President Obama and his administration."

Last week, Perry criticized President Barack Obama's administration for its speedy disaster declarations for areas hit by the tornadoes in the South that killed more than 300 people while Texas' request went unanswered.

"You have to ask, 'Why are you taking care of Alabama and other states?' I know our letter didn't get lost in the mail," Perry said Thursday.

His April 17 request for a disaster declaration for 252 of the state's 254 counties came before last week's wave of tornadoes and other damaging storms.

A "major disaster declaration" would have made the state eligible for help in responding to and recovering from the emergency.

Two firefighters died in separate incidents in April. Elias Macias Jaquez, who volunteered with the Cactus department, suffered severe burns. Gregory Mack Simmons, who was an Eastland firefighter, was killed after apparently being hit by a vehicle while in a smoke-filled area.

More than 200 Texas counties have outdoor burn bans as scattered wildfires continue. West Texas remains critically dry, according to the Texas Forest Service.

This is BULL $#@&: Obama refuses to Declare Texas Wildfire area a Disater!

The rhetorical wrangling between Texas Republicans and the Obama administration over the federal response to raging Texas wildfires became more contentious today when Sens. John Cornyn and Kay Bailey Hutchison joined Gov. Rick Perry to blast the White House for denying Texas’ request for a federal disaster declaration.

The Obama administration quickly responded that it has offered 22 different kinds of federal assistance to Texas in recent months.

Sen. John Cornyn (AP photo)

Bottom line: Texas officials, caught in a state budget squeeze, want the federal government to send more aid to defray their costs. Federal officials, facing a record deficit, are being more selective in their use of “major disaster” declarations such as the one that followed the widespread devastation of Hurricane Ike or the recent Alabama tornadoes that killed hundreds of people.

Cornyn and Hutchison yesterday sent a letter to Obama asking him to approve Perry’s previous request to declare Texas a disaster area. Their answer came swiftly: No.

“When nearly 7,000 individual wildfires burn through more than 2.2. million acres, result in loss of life, and destroy homes, businesses, farms and ranches across the state, it’s hard to understand how these conditions don’t spell ‘disaster’ for this administration,” Cornyn said this morning.
Hutchison this afternoon called the decision “extremely disappointing.”

Sen. Kay Bailey Hutchison (AP photo)

“We’ve suffered major agriculture and livestock losses and many Texans have lost their homes,” she said. “We need to equip communities with all of the tools and resources possible to effectively battle and recover from these fires. I am sure the governor will work with the administration to ensure all the requirements are met for timely delivery of this disaster aid.”

Texas officials strongly believe that the feds are not doing enough.

“I am dismayed that this administration has denied Texans the much needed assistance they deserve,” Perry declared. “It is not only the obligation of the federal government, but its responsibility under law to help its citizens in times of emergency.”

Federal Emergency Management Administration spokeswoman Rachel Racusen says the administration has been working for months to aid Texas.

“This administration, through FEMA, has been working closely with the state throughout the duration of these fires, and we are supporting the firefighting efforts,” she said. “In fact, we have already approved 25 fire management assistance grants in recent to help cover expenses for these emergency

response efforts, including 19 grants in April.”
Racusen said the administration believes “at this time” that the ongoing federal assistance to Texas is sufficient.

“Based on the information the state provided to FEMA through this process, it was determined that there was not a need for additional support at this time as the federal assistance is already being provided to Texas for response activities in the form of the Fire Management Assistance Grants,” she said.

Current federal aid covers 75 percent of Texas’s costs for emergency response work, such as evacuations, equipment, field camps and meals for firefighters, police barricading and traffic control. The agency’s regional office in Denton continues to monitor the situation and work closely with Texas Forest Service and Texas Division of Emergency Management, FEMA officials say. In addition, firefighting teams from more than 30 states have provided state-to-state support for firefighting efforts in Texas.

But FEMA’s response does not satisfy the Texas Republican officials.

“We’ve yet to enter the hottest months of the year and already wildfires have wreaked havoc in Texas –- yet our state has not received sufficient federal disaster aid,” Cornyn said. “I will not stop fighting until Texas receives its due attention from President Obama and his administration.”

Administration officials explain that fires are treated differently in disaster declarations than tornadoes or hurricanes because there are no no tornado or hurricane assistance management grants like there are for fires.

Gov. Rick Perry (AP photo)

Perry recently suggested that Obama is pursuing a political vendetta against Texas, citing the Alabama tornado disaster declaration and the failure to make a similar declaration for Texas.
“Why are you taking care of Alabama, why are you taking care of other states, and for some reason,” Perry said Thursday at a news conference in San Antonio, pausing in mid sentence before adding, “The letter didn’t get lost in the mail.”

After the latest rejection, Perry said the state will “look at all of our options” to obtain federal aid.
“Our state has become a model for the nation in disaster preparedness and response, but Texas is reaching its capacity to respond to these emergencies,” he said. “We will immediately look at all of our options, including appealing the denial, so Texans can receive the resources and support they need as wildfires continue to threaten life and property across our state.”

Despite state officials’ complaints, Racusen insists that the federal government continues to aid Texas.
“Our thoughts and prayers are with the families and peers of the fallen firefighters in Texas, and the families and communities being impacted by these wildfires, and we continue to thank the firefighters and first responders who have been heroically working around the clock,” she said. “We will continue to work closely with the state and local emergency management officials as their efforts to contain these fires continue.”

My Personal thoughts on this is that No President who denies a State Federal aid after a Significant disaster should have a second opportunity to serve the American People as President or in any other office.

Cleaning house

Well it seems House cleaning comes in more ways than one. Not just are we cleaning the firehouse but were also cleaning the lower volunteer positions. We voted in five new members tonight at the Ladonia VFD Business meeting - Congrats to those Five new folks. And with the upcoming dance were going to begin cleaning the Firehouse.

Wednesday, Thursday and Friday we will begin cleaning the Firehouse up. Moving maintenance items to secure locations, Sweeping, Mopping and clearing up cobwebs and spider nests. All in preparations for the dance. So, if your an LVFD Member, hop up to the Firehouse and pitch in and help us clean the place up.

We are also cleaning up in other area's. Our Facebook page has gotten really cluttered and nasty. So the leadership has nominated a few of us to clean it up and make it representable again. For those who post on the Ladonia VFD Facebook we ask a few things of you. First, Keep it clean! No cursing in your posts and disrespecting each other. No RAP Music Videos - keep all that on your personal pages and Keep the Fire Facebook page clean and respectful.

The Photo team is going to be adding new Photos to the Gallery, Not just "one sided" of select members, But of the whole Team doing many things. Yes, We know all this is new to most of the members this is why were going through rigorous house cleaning to make it all pretty again.

PLEASE keep your problems with other OFF of Public media - Take it up with them at the station!!!

On another Note LVFD #850 has asked the Department to participate in the Fire Training on June 15th. at the Trenton Fire Department. Look folks this is free training from one of the better Volunteer Fire Departments in Fannin Co. These guys just want to bring other districts up to the caliber of excellence so that we ALL together can fight fires or save lives better. If no one from Ladonia wishes to go - The only persons your hurting is yourself and the citizens of Ladonia. Ladonia VFD has the opportunity to be among the best or even the Best. So lets get united and do it.

The Dance is this Saturday from 8:00pm to 1:00am at the Fire house - Everyone come on out and be an example to the community and have some fun!

God Bless America

Osama Bin Laden is DEAD - Killed by US troops in Pakistan. DNA testing confirms this. America is celebrating - The war on Terror is not over, but the Leader of Terror has been killed!

Retaliation against America? Media says this is a possibility. The next few month hold uncertainty to us all. As First Responders we need to be especially alert. If Al Quaida retaliates  on American soil We are going to be working on the front lines - Stay Vigilant Brothers and Sisters!
